Om Prakash holds meeting regarding proposed strike by employees
A meeting chaired by Additional Chief Secretary Om Prakash with all the secretaries and heads of departments regarding the strike notice given by Uttarakhand Adhikari-Karamchari-Shikshak Samanvay Samiti was held at Secretariat here on Tuesday.
Additional Chief Secretary Om Prakash asked the committee formed under the chairmanship of Additional Chief Secretary Personnel Radha Raturi to look into the problems of employees and find uniform solution to them. He said that the problems which could not be solved at the departmental level should be brought to the notice of state level committee. He said that those officers who would like to work on the proposed days of strike would be provided full security. It was decided in the meeting that those employees who will be on leave on January 31 and February 4, 2019 will not be allowed entry into secretariat.
He asked all the heads of departments to form grievances committees to solve the problems of the employees and instructed to hold the meeting of grievance committee once every three months so that the problems of employees could be solved speedily.
All the District Magistrates were also instructed to maintain law and order during those days . Dehradun DM S.Murugesan was asked to deploy a SDM and an Assistant Police Superintendent at the secretariat.
To keep an eye on striking employees, installation of CCTV cameras and videography of their activities were ordered.
In the meeting ,Additional Chief Secretary Personnel and Vigilance Radha Raturi said that the proposed strike by the state government employees is banned under the state government employees conduct manual. She said that various employees organizations resort to strike which result in hardships to common people and delay in the implementation of the state government programmes. Additional Chief Secretary Radha Raturi clarified that the departmental letter dated December 13, 2018 in which the orders of the honorable High Court passed in Public Interest Litigation number 115/2018 2018 “In the matter of Prevention of Recurrent Strikes Organized by various Government/Non Government Unions/Organizations” and the orders dated August 29, 2018 should be implemented. She also referred to the government orders passed from time to time in this regard and called for strictly implementation of such orders. She said that the p[roposed strike by the employees is banned under employees manual.
She further said that the notice given by the Samanvaya Samiti amounts of contempt of Honourable High court. She appealed to all the employees to take back their decision to go on strike as it creates difficulties for the general public. She said that the state government has taken a number of decisions in the interests of its’ employees. She said that as per state government employees manual, the employees has to give reasons for getting emergency leave and in case of medical leave, a certificate by Chief Medical Officer is required to get medical leave.
Additional Chief Secretary Radha Raturi instructed the officers that in the light of the letter dated January 23, 2019 by Uttarakhand Adhikari-Karamchari/Shikshak Samanvay Samiti regarding proposed agitation on January 31 and February 4, 2019, no leaves should be sanctioned and the rules regarding leave should be enforced strictly. She said that if any employee takes leave on these days ,he/she would be considered as participating in the strike.
Principal Secretary Industry Manisha Panwar, Secretary Finance Amit Negi, Commissioner Garhwal Shailesh Bagoli, Secretary Forest Arvind Singh Hyanki, D.Senthiul Pandian, Secretary Informetion Dilip Jawalkar, IG Police Deepam Seth, DIG Garhwal Ajay Rautela, Secretary Secretariat Administration Indudhar Baudai, Commissioner Excise Derependra Chaudhari and other heads of departments were present in the meeting.
