CS Utpal Kumar Singh chairs meeting regarding progress of Business Reform Action Plan

 

Under the chairmanship of Chief Secretary Mr. Utpal Kumar Singh, a meeting was held in connection with the progress of implementation of the BRAP (Business Reform Action Plan) under Easy-of-Doing Business on Tuesday. In the meeting, Chief Secretary instructed all the department secretaries and heads of the departments to ensure that all concerned departments, in any case should ensure connecting department services through online systems by December 2018, so that eligible persons can get the benefit of the services. He also asked to focus on its promotion.

In the meeting, while reviewing the department wise services and programmes, Chief Secretary asked the Uttarakhand Pollution Control Board to soon start the process of migration from XGN Portal to OCMMS, self certification for green category units, making third party certification mandatory for orange category units and also bringing departmental inquiry process under central inspection. He also issued instructions to connect the sewerage system from the Jal Sansthan to the single window portal and also to ensure the process of online No Objection Certificate for the extraction of ground water.

Chief Secretary directed the Urban Development Department to make property tax payment online and digitalization of Legacy Data and making the trade license process online soon. Under the Registrar Firm Society, Chief Secretary directed for preparing a proposal for amendment in the Act to resolve the difficulty of online process of digital signature and table the proposal in the next Cabinet meeting. Chief Secretary instructed the Housing Department that the Housing and SADA Department should get the software developed through Common Vendor, make the Land Use Change procedures online and also ensure the amendment process in the building bye-laws.

Simultaneously, Chief Secretary instructed to develop online portal for services being provided by Public Works Department, Power, Revenue, Labour, Medical Health, School Education, Transport, SIIDCUL, Mining and Agriculture Department and also issued instructions to the concerned secretaries for the disposal of cases pending at the government level.
