Consultations for framing policies

In 2017-18, Ministry of Development of North Eastern Region formulated the Guidelines for Central Sector North East Special Infrastructure Development Scheme (NESIDS) restructuring existing Non-Lapsable Central Pool of Resources (NLCPR) Scheme after due consultation with concerned stakeholders of the State Governments of North Eastern Region and line Ministries of Government of India. The key suggestions made during the consultations for the formulations of NESIDS and accepted by the Government of India are as under:-

Projects of physical infrastructure sector like water supply, power, connectivity, promoting tourism and infrastructure in social sectors for education and health are to be taken up under the scheme.
Funds are to be routed to the Implementing Agency through the treasuries of the State Government;
State treasuries are to be linked with PFMS Portal of the Ministry for smooth flow of funds.
